Uyghur Forced Labor Prevention Act’s Consumer Tech Industry Impact

In December 2021, President Biden signed into law the Uyghur Forced Labor Prevention Act (UFLPA), which requires the administration to take significant action to prevent goods produced in the Xinjiang Uyghur Autonomous Region (XUAR) of China, where state-sponsored forced labor is widespread, from entering U.S. markets.

CTA wanted to better understand the experiences of consumer technology companies when navigating UFLA compliance. To that end, CTA conducted primary and secondary research.

Specific objectives include:

  • Assessing companies’ ease or difficulty in UFLPA compliance
  • Identify steps being taken to prevent forced labor from entering company’s supply chains
  • Measure awareness and usage of federal UFLPA dashboards and information
  • Understand the challenges companies are facing in UFLPA compliance, including seizures and detention of shipments under UFLPA
  • Identify actions the industry can take to help companies navigate forced labor issues
